Message from the Editors
You may be aware that the next Annual General Meeting of the College will be held on Saturday, 11 December 2004. We sincerely hope that you will attend this meeting and the Admission Ceremony for new Fellows. Do join the Annual Dinner that follows with your spouse and enjoy an evening of leisure with your colleagues.

The College is trying to procure benefits for members in different aspects. McBarron Book Company and two travel agencies have agreed to provide members of the College discount on books and travel plans respectively. Please find the details in this issue of the newsletter.

Congratulations
President-Elect of the International Pediatric Association
We would like to congratulate Dr Chan Chok Wan, a member of the Council and the Chairman of Accreditation Committee for being elected the President-Elect (2004-2007) of the International Pediatric Association in the recent IPA Congress held in August in Mexico. He will officially take up this presidency for three years during the next IPA meeting to be held in Athens, Greece in August 2007. Our College congratulates Dr Chan for having this honour to serve paediatricians worldwide. Dr Chan is the first local paediatrician to have made such an achievement. This is indeed an honour of Hong Kong.

Co-opted Council Member

We welcome Dr Leung Tze Ching, Vincent who was co-opted as our Council Member in September 2004. Dr Leung was elected the Chairman of the Hong Kong College of Paediatricians Foundation in June 2004.

The 13th Annual General Meeting
Notice is hereby given that the 13th Annual General Meeting of Hong Kong College of Paediatricians will be held on Saturday, 11 December, 2004 commencing 6:45 p.m. at G/F, Lim Por Yen Lecture Theatre, Hong Kong Academy of Medicine Jockey Club Building, 99 Wong Chuk Hang Road, Aberdeen, Hong Kong.

Program is as follows:

6:45pm Annual General Meeting
7:15pm Admission of New Fellows Ceremony
7:45pm Cocktail Reception
8:00pm Annual Dinner

At the close of nomination, there are 4 nominations running for 3 vacancies of Council Members for the term Year 2004-2007. An official letter will be sent out to Fellows on 8 November, 2004 to request for postal ballot. Deadline to return the postal ballot to the Auditor is on 8 December, 2004 at 5:00 p.m.

Fellows, Members and Associates are welcomed to attend the AGM and the Admission Ceremony for New Fellows commencing 6:45 p.m. Do also join the Annual Dinner with your spouse and enjoy an evening of leisure with your colleagues at only HK$150 per person.

Revised Guidelines on Exit Assessment
With effect from 1 December 2007 and thereafter, ALL higher trainees sitting for the Exit Assessment should adhere to the Revised Guidelines on Exit Assessment (dated October 2004). During the interim period between 1 December 2004 to 30 November 2007, higher trainees can adhere to EITHER the current guidelines OR the revised guidelines. Please take note that the major amendments in the revised guidelines are on Section A (1) on "Dissertations" and the corresponding Section C (4) on the marking of dissertations (Appendix II). The revised Guidelines is also posted onto our College webpage (www.paediatrician.org.hk) for reference.

Accreditation Committee
Revised criteria for accreditation of Neonatology Team for General Paediatric Training
The Accreditation Committee has recommended and Council approved that a minimum of 1400 deliveries per year would be required to provide adequate training exposure to 3 trainees in a Neonatology Team. The Guidelines on Paediatric Training was amended accordingly.

Professional and General Affairs Committee
Mini-charity film show
The lively introductory talk by Dr Ko Wai Keung on last year's Cambodian Medical Mission Trip followed by the very moving Korean film "The Way Home" on 12 September 2004 were thoroughly enjoyed by College members, their families and friends. $27,250 was raised towards the purchase of medical supplies for a similar trip this October.

PALS Course
The course, jointly organized by our College and the Heart Institute for Children, Illinois was successfully completed this year in early October. Seventy odd more professionals have been qualified through the course as providers and ten as instructors.

HKCPaed Foundation
The Hong Kong College of Paediatricians Foundation in collaboration with the Faculty of Health and Social Sciences of Hong Kong Polytechnic University will hold two charity concerts on Sunday, 7 November 2004 at 3 p.m. and 8 p.m. respectively at the Jockey Club Auditorium of Hong Kong Polytechnic University.

The purpose of the concert is to raise funds for Hong Kong Hua Xia Foundation 香港華夏基金會 in order to provide scholarships for needy students to receive education and to improve the health services and medical training facilities in Qinghai 青海 . The highlight of the concert, which is named 梁祝名曲名家慈善音樂會, is the personal appearance of Professor HE Zhanhao 何占豪, the composer of the famous "Butterfly Lover" 梁祝協奏曲. Two Fellows of our College, viz. Professor LEUNG Nai Kong and Dr. CHAN Yee Shing will perform at the concerts. Accompanied by a Chinese Orchestra of 70 musicians, Professor and Mrs. Leung will sing a Cantonese opera song 梁祝-十八相送 and Dr. Chan will sing two song i.e. 維護民康 and 一點燭光.

This is an important charity event of the Hong Kong College of Paediatricians Foundation and the Foundation seeks your support to this worthy cause. The leaflets containing information of the concerts and an order form are attached in Appendix III. Members wishing to plan travel arrangements for yourselves or your families can contact the designated service teams of the travel agents by identifying yourselves as members of the College and give your full names and membership numbers. You may then receive news or messages concerning discounts on travelling offered by these two companies. Please refer to Appendix IV for details.

REVISED GUIDELINES FOR EXIT ASSESSMENT
(To be implemented from December 2007)
 
A. Areas of Assessment
 
  The assessment consists of 4 parts
 
  (1) Dissertations
 
    (a) Two papers are required, with one from each of the following 2 categories:
      (i) research project/study
      (ii) case report and review of literature of a clinical problem related to the case
      however, full research study can replace the case report/review of literature. Research protocols are not acceptable as submission for the purpose of the Exit Assessment.
    (b) The candidate must be the first author of both papers.
    (c) The two dissertations should not be on the same disease condition.
    (d) An original thesis written for a postgraduate degree is not allowed.
    (e) The papers are expected to be written up within the higher training period. For published papers, those which are accepted prior to the commencement of the higher training period cannot be submitted.
    (f) Candidates are advised not to submit more than 2 papers. If so, he/she would be requested to choose only 2 papers for assessment.
    (g) Dissertation submitted after the deadline for application will not be accepted. Candidates who fail to submit the required number of dissertations will not be able to present themselves for the Exit Assessment.
    (h) If any one of the dissertations submitted by the candidate is considered as exceptionally unacceptable by the panel of the assessors, the candidate will fail the Exit Assessment irrespective of his/her overall score.
  (2) Clinical Experience/Competence Candidates would be assessed on the approach to problem formulation and clinical management, more than on book-knowledge and minute details. They would be assessed on their clinical judgement and competence in dealing with clinical problems.
