Message from the President

Dear Members,

First of all, I wish you a Happy New Year of the Dog. Having the privilege to take the role of presidency, I would like to thank our immediate ex-president Dr Alice Tsang and the previous council members for their hard work and contributions, it is also my privilege to work with the new council which I believe, will bring new energy and talents in the forthcoming term of 2006-2007.

Hong Kong has encountered many rapid changes in recent years and the imminent health care financing reform is only one of the hot issues today. The College of Nursing, Hong Kong would continue to work closely with our colleagues to expand and extend our roles in serving the public, in upgrading the professional status of nursing and in promoting linkage with international nursing community. We would continue to strive to achieve the College's objectives since its establishment in 1964. However, the challenges ahead will not be successfully overcome without members' participation. I therefore earnestly pledge for your support to the College and take part in our various activities and programmes.

Continuing education is a major aspect in career and professional development for all nurses and a certain number of CNE points will be a mandatory requirement for the renewal of the Practicing License in the future. The Nursing Council of Hong Kong (HKNC) will start its first voluntary cycle from 1 Nov 2006. During these three years, both RN and EN applicants can voluntarily declare to the (HKNC) their CNE points obtained. However, compulsory CNE points will be introduced at a later stage.

In this respect, I am pleased to announce that the HKNC has approved the College of Nursing, Hong Kong as a provider of Continuing Nursing Education (CNE) for a period of three years starting from 1 Dec. 2005. From now on, the number of HKNC CNE points will be stated on certificates issued by the College. As a CNE provider, we will do our best to provide high quality programmes to suit your needs.

Just a gentle reminder that under the Nurses Registration Ordinance, Cap. 164 Laws of Hong Kong, the HKNC may direct the removal from the register/roll the name of any registered/enrolled nurse who has failed to obtain a practicing certificate within 6 months of his/her registration/enrolment or of the expiry of such a certificate. So, please make sure you renew your practicing certificates in time.

Lastly, please feel free to contact any council member and give us your suggestions, needs and concerns regarding professional development and help us to improve the work of the College.

會 長 的 話

各位會員及同業:

首先讓我恭祝大家新春快樂,萬事如意。我當選為 2006-2007屆的會長,感到非常榮幸。我要感謝剛卸任的會長曾秀梅博士和上屆議會委員的貢獻。我更覺得 非常榮幸能與本屆的議會委員共事。我相信新議會帶來的動力和才智,將會更好地推動學院的發展。

香港的醫療體制近年來急劇轉變,醫療融資改革即將 推出,對市民會有深遠的影響。我們會秉承學院自1964年創立以來的宗旨,與全體會員同業一起,提高 護理服務水準和專業地位,促進國際交流和聯繫。要應付未來的挑戰,我們要努力不懈,與時俱進;同時 更要大家的參與和支持,才能眾志成城。在此,我誠懇地呼籲大家支持學院,參與學院的各種活動和課 程,並協助我們辦好香港護理雜誌和學院的工作。

持續教育是護士職業前途和專業發展的必然途徑。香 港護士管理局(HKNC)於2006年11月1日起實施『自願申報』持續教育學(CNE points)制,為期三年,註冊及登記護士換領執業牌照時可自願申報學分。下一步,護士管理局將會實行『強制性申報』持續教育學分制,請大家留意。我順便提醒大家要及時申請或換領 執照,否則,護士管理局有權根據『香港法律的護士註冊條例』將逾期六個月的護士除名。

此外,我很高興地宣佈香港護士管理局已確認香港 護理學院為一所『持續護理教育機構』,自2005年12月1日起為期三年。我們將在課程証書上列明『香 港護士管理局持續教育學分』的數目,並會繼續為大家開辦具質素的課程和講座,請大家留意。

最後,歡迎各位向我們的議會委員提出意見和建議。
