Dear Members,
Being the largest occupational group in health care system,
nursing manpower is always a concern. There were times of reduction in employment
opportunities of nurses and now experiencing nursing shortages. In response
to the manpower needs, some training institutions have re-started the nursing
programmes or are planning new ones. It is the College's responsibility to watch
out for the development and support nursing colleagues through the changes.
A discussion paper on development of the future health care delivery model is
issued by the Health and Medical Development Advisory Committee chaired by the
Secretary for Health, Welfare and Food (http://www.hwfb.gov.hk/hmdac/).
The paper comments on the future development of the health service and proposes
different financial models. A series of consultation sessions are scheduled
in July and August. I strongly urged members to review the paper and submit
your views.
The term of services for the present Council will expire by the end of this
year. We are now preparing for the election of the next Council for 2006-2007.
We need your support and participation for the election. All members have the
right to elect and be elected as Council members. At this time of rapid changes
in nursing and health care services, there are increasing issues which require
a committed team to devote their time and efforts. You'll receive more details
about the election in the future.

各位會員及同業：
護士作為醫療體制的一份子，護理人手長期不均都是我們關注的問題。去年，我們曾經對護士職位不足及護士人手短缺的問題提出討論；為回應人手的需求，部份護士學校已經重新開辦護士課程或正計劃推出新的護理課程。學院會繼續密切關注有關發展，並且協助同業們面對改變及所引發的問題。
健康與醫療發展諮詢委員會已發放就本港 的衛生及醫療服務進行檢討及制訂未來衛生醫療服務模式的討論文件(http://www.
hwfb.gov.hk/hmdac/)；衛生福利及食物局安排於七、八月間就該文件進行公開諮詢。希望同業們能就這份文件積極提出意見。
現屆理事會將於今年底任滿，我們現正籌備2006至2007年度理事會選舉事宜，希望大家踴躍支持和參與及充分行使會員的權利和履行義務。面對著護理和醫療服務不斷急劇變化，學院需要一個積極和正面的理事會繼續為會員及學院作出貢獻，學院亦需要您們繼續支持和參與，才能發揮它的角色和功能。學院將稍後公佈有關選舉安排，敬請大家留意。
